Disease Treatment vs. Prevention

Is an ounce of prevention still worth a pound of cure in the U.S.?  Which do you think provides more significant health outcomes per dollar spent, disease treatment or prevention?  Which should we focus more research and development on if we want to maximize the number of lives saved?
