• Provide      a statement of corporate/ institutional goals and objectives;

• Discuss      priorities for the applications portfolio;
• Include      the specifications of overall HIT architecture and infrastructure;
• Include      a software development plan;
• Include      a HIT management and staffing plan; and
• Include      a statement of resource requirements.
